But here we are faced with the prospect of being the second most incarcerated people in the world, Māori that is, and the irony of it is that previous to Pakeha arriving here 250 or so years ago, Māori had no prisons at all. Breaking the law, which of course is also a breach of the Treaty, leads to imprisonment. It is obvious which part race is responsible for the most treaty breaches by their percentage of the prison population.
