Treaty breaches and litigation will follow if they don't. Carmen Parahi reports. The Waitangi Tribunal has already found the RMA is not fully Treaty compliant, says Iorns. A local council could make a decision that complies with the RMA but still violates Māori interests and breaches the Treaty. "At the moment, local councils are not treated as being liable as Treaty partners, that falls to the Crown.
