KĀINGA ORA – HOMES AND COMMUNITIES BILLMinister Twyford’s Kāinga Ora – Homes and Communities Bill has passed its first reading & is being considered by the Environment Committee. This new Authority will integrate Housing NZ Corp, its subsidiary HLC (Hobsonville Land Company), plus KiwiBuild. It will drive urban development & infrastructure projects all over NZ. It is due to come into force on 1 Oct 2019, despite the fact that this Bill is only part one of two. The content of the second Bill is not yet known. A FEW CLAUSES IN BILL 1 CAUSE IMMEDIATE UNEASE. It will be a power unto itself, not the Crown. “Maori”, not “the people”, will be centre and foremost in everything it does, from the make-up of the Board to its projects, but the Bill doesn’t define who constitutes this “Maori”. It will also have the ability to levy or charge local residents to fund infrastructure and development activities. Much of this Bill could be good, but the thought of a super-powerful and unfettered, identity-stacked Authority rearranging our towns and cities, taxing us as it chooses, while providing risk-free investments for tribal investors first and foremost is disquieting.
