WHY IS IT THE "SYSTEMS" WE HAVE IN PLACE TODAY DISADVANTAGE MAORI AND NOT ANY OTHER ETHNICITY??

When Captain Cook arrived he may have been better to have obtained fresh water, shot a wood pigeon and shot through. Maori may well have extinguished themselves through rampant cannibalism. Problem solved.
However, in my simple mind there were no schools at the begining that disadvantaged Maori, no health systems that disadvantaged Maori, no Justice systems or Policing that picked on Maori and no laws that differentiated by race. In fact there was pretty much nothing that differentiated anyone from anyone else but a one page Treaty that gave equal rights to all.
And now we have special Maori representation in our government that makes the very laws that are reputed to disadvantage Maori!
So help me understand why it is the "systems" we have in place today disadvantage Maori when they seem not to disadvantage any other ethnicity living here today?
Is it the systems that disadvantaging Maori or is it Maori not wishing (by choice) to take the same advantage of the "systems" (imperfect as they are and always will be) that's the root cause of the problem.
What in the new Maori Health Authority (for example) will be so dramatically different so as not to disadvantage Maori? This list is long but you get the drift?
NZ started life with none of the systems now in place purported to disadvantage Maori over every other race now living here.
Is it not time someone pointed out some fundamental truths that Maori seem somehow to disrespect the need for an education in order to get ahead and move up the socio economic ladder like the rest of us at least try to do break the laws they helped create through representation in government by race not merit and shun a health system that seem to serve all others.
I'm baffled.
I am also well past listening to the constant dribble about how "unfair" the system is that singles out one race from hundreds of others for special treatment.
