A PAPER TIGER Anahera Herbert-Graves (June 21) will keep waffling on about "He Whakaputanga the Declaration of Sovereignty and Independence," until the grave claims her, but the actual fact is that whatever its fine words, it was a paper tiger whose high intentions were nullified by the negative actions of its signatories within months of its signing, including the killing of Titore by Pomare's tribesmen. In any case, whatever its supposed validity, it was superseded forever when a majority of its surviving signatories signed the Treaty of Waitangi and ceded sovereignty to the Queen completely and forever on February 6, 1840.
