INGRAINED PRIMITIVE TRIBESMAN ATTITUDE
It appears that the government are stating very definitely that Maori are too far down the human ladder to make it under their own steam, that they have to be molly-coddled with special grants and special help to be able to reach academic standards that all others attain by their own efforts. Personally, I believe that they CAN reach their goals if they cast off this image of being primitive tribesmen in need of help at every turn.
The problem is, however, that this attitude is ingrained into them BY THEIR OWN PEOPLE from the moment they start kindergarten, and it is fostered (again by their own people) by all governments who give in to the pleas for help. None of them seem to realise that the more you look after them, the more they will become dependent on this help and cease to strive for themselves.

Funny how a maori who can't stand on his own two feet and so needs taxpayer money to help when in NZ, can suddenly become a normal working individual when he lives in Australia where maori are not entitled to special race based privileges. So it becomes a case of having to manage without the special privileges....which they seem able to. Funny that.
